You can stick most basic crafting materials into the Recycler to make Trash Cubes. It also requires one charged battery to use, making it a bit more of a mid-game item than an early-game one. Once you make a Recycler, you can place it anywhere there’s space for it on your raft.
If you are playing on a save file from before “The Final Update” patch came out, you can go back to the Radio Tower to pick it up, but your file should automatically update with the recipe, so you don’t necessarily need to. The blueprint for the Recycler is at the top of the Radio Tower, the first story island.
